In response to human induced climate change, the UN organized a conference in Kyoto, Japan and drafted an international agreement to reduce greenhouse gas emissions. The main goal stated in the Kyoto Protocol is that developed countries (a.k.a Annex I) “shall, individually or jointly, insure that their aggregate anthropogenic carbon dioxide equivalent emissions of the greenhouse gases … do not exceed their assigned amounts, … and in accordance with provisions of this article with a view to reducing their overall emissions of such gases by at least five percent below 1990 levels in the commitment period 2008-2012” (United Nations, 1997). Besides reducing their own CO2 emissions (through cleaner technology and carbon sinks), developed nations have three other options to fulfill their commitment to the protocol. They can trade emissions credits as needed, they can finance projects in other developed nations, or implement new projects in undeveloped nations. Generally, the idea of tradable permits has been successful in reducing emissions by giving large companies and governments a monetary incentive to reduce their emissions and sell their permits. There are instances, however, where it is cheaper to invest in foreign projects and increase CO2 emissions. Denmark for example, over the past 20 years was decreasing its emissions and becoming less dependent on fossil fuels. After signing the Kyoto protocol, Danish policy makers realized that increasing CO2 emissions and buying foreign quotas was actually cheaper than continuing the investments in sustainable domestic energies. This means that with the acceptance of the Kyoto protocol Denmark will fulfill it’s responsibility by buying credit and increasing their CO2 emissions: effectively a complete turnaround to their sustainable and efficient technology research (Figure 3). | |
